NEWS 30.05.2011 SEEK Research Programme: Awarding of Projects 2011: The second round of competition of the SEEK research programme was successfully concluded with the selection of eight research projects. Now the research teams of the projects, which will be funded within the programme, are going to begin their work. Altogether, 25 project proposals were developed by ZEW employees in cooperation with internationally renowned researchers. The proposals were externally evaluated by the Scientific Board of the SEEK research programme. Members of the Scientific Board, amongst others, are Daron Acemoglu (MIT), Bronwyn Hall (University of California at Berkeley & Maastricht University), Kai Konrad (MPI Munich), Josh Lerner (Harvard Business School), Steve Machin (University College London), Pierre Mohnen (UNU-MERIT & Maastricht University), and Fabrizio Zilibotti (University of Zurich). In the second funding period 2011, the following eight projects will be funded within the SEEK research programme: * Fostering Competitiveness of the European Car Industry * Estimating the Macroeconomic Elasticity of Substitution Between Clean and Dirty Production * The Division of Tasks, Offshoring and the Competitiveness of Europe's Knowledge Economy * The Effect of (Relative) Wages and Human Capital on Fertility Choices: Lessons From East Germany's Fertility Decline After Unification * Incentives and Creativity - Enhancing Innovation in Europe's Knowledge Economies * Diffusion of Climate-Friendly Technologies - The Role of Intellectual Property Rights, Human Capital and Environmental Policy * How Philanthropy Affects Corporate Competitiveness in Europe * Private Funding of Higher Education - Human Capital as an Asset Class Additional information on SEEK can be found here: http://seek.zew.eu/en/seek/home.html 27.05.2011 Prof. Dr. Heiderose Kilper Elected New Spokesperson of Section B of the Leibniz Association: At the conference of Section B of the Leibniz Association, held at ZEW in Mannheim at the end of May, the new spokesperson and the deputy spokesperson of the section were duly elected. The current spokesperson, ZEW President Professor Wolfgang Franz, will be leaving the position as scheduled after two years. Professor Heiderose Kilper, Director of the Leibniz Institute for Regional Development and Structural Planning (Leibniz-Institut fuer Regionalentwicklung und Strukturplanung) in Erkner, will take office as spokesperson in the middle of this year. Professor Thomas Glauben, Executive Director of the Leibniz Institute of Agricultural Development in Central and Eastern Europe (Leibniz-Institut fuer Agrarentwicklung in Mittel- und Osteuropa) in Halle (Saale), will assume the office of deputy spokesperson. 23.05.2011 Q&A: Findings from Joint Economic Forecast, Spring 2011 - Upswing Continues, Despite Continued Risks to Growth: Germany is experiencing a strong economic upswing. This is a key finding of the Joint Economic Forecast released by Germany's leading economic research institutes. ZEW is a contributor to the forecast, which is prepared on behalf of the German government. The delegation swapped ideas with ZEW President Professor Wolfgang Franz and the heads of the ZEW research departments "International Finance and Financial Management", "Labour Markets, Human Resources and Social Policy", "Corporate Taxation and Public Finance", and the research group "Growth and Business Cycles". The meeting aimed at identifying joint research interests and exploring the possibilities for future cooperation. Read more: http://www.zew.de/news1727 10.05.2011 ZEW President Wolfgang Franz on the Topic of "Promises to Pay": Particularly on the international stage, Germany has been accused of weariness with the European project. At times, it is hard to avoid the impression that other European nations measure Germany's enthusiasm for Europe by the extent to which we are willing to instantly shoulder the burden of various financial rescue packages. Those harbouring such feelings toward Germany point on the one hand to low growth in German unit labour costs, which is said to be unfair to other European countries, and, on the other hand, to our high trade surpluses, which are touted as proof of how much we have benefited from the euro. We should thus be happy to show a measure of gratitude, the logic goes. Yet both of these perceptions are flawed. Awards 26.05.2011 ZEW Researcher Wins Klaus Liebscher Award of the Oesterreichische Nationalbank: The paper "Can Regional Transfers Buy Public Support? Evidence from EU Structural Policy", written at ZEW, won the Klaus Liebscher Award of the Oesterreichische Nationalbank (OeNB), the central bank of the Republic of Austria. Visiting Researchers Frank Jotzo, PhD, Visiting Researcher at ZEW: >/From 23 May to 21 June 2011, Frank Jotzo is a visiting researcher at /the ZEW research department "Environmental and Resource Economics, Environmental Management". Frank Jotzo is senior lecturer at the Australian National University Crawford School (Resource Management in Asia-Pacific Program), director of the Centre for Climate Economics & Policy, and deputy director of the ANU Climate Change Institute. His main field of research is climate economics and policy. He has been advisor to the Garnaut Climate Change Review, advisor to Indonesia's Ministry of Finance, consultant to the World Bank, and is a lead author of the Fifth Assessment Report by the Intergovernmental Panel on Climate Change. During his stay, Frank Jotzo is working on a joint research project on the linking of climate policies in Australia and Europe. Paul Beaudry is professor of economics and holds the Canada Research Chair in Macroeconomics at the University of British Columbia. His areas of research cover macroeconomics, technical change, labour economics, and globalisation. Franck Portier is professor of economics at the Toulouse School of Economics at the University Toulouse I. His research interests lie in the fields of macroeconomics, growth and international economics, energy, environment and agriculture. PRESS RELEASES 26.05.2011 - ZEW (cre/alo/ggr) Poor States, Rich Federal Government - Winners and Losers of the Emissions Trading Scheme: By entering the third phase of the European Union Emissions Trading Scheme (2013-2020), some German federal states and some cities or councils will have to pay dearly. As of 2013, a considerable share of emission certificates will not be distributed free of charge, but will be auctioned off instead. Thus, companies that are legally bound to participate in emissions trading will have to spend considerably more money in the future for emitting carbon dioxide. It is expected that the firms' pricing for their products will remain unaffected. This is the finding of a study conducted by the Centre for European Economic Research (ZEW). The study analysed the impact of standardized software and customised software on the innovation success of service companies. Read more: http://www.zew.de/press1731 20.05.2011 - ZEW/Erste Group Bank (zil/kbo) ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe Including Turkey (CEE): Economic Expectations Almost Unchanged in Central and Eastern Europe - Major Decline in Inflation Concerns: The ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe including Turkey (CEE) has slightly increased by 2.2 points to 20.9 points in May 2011. The indicator for the inflation concerns in the CEE region has dropped by 23.9 points in this month's survey. This is the first decline of the indicator in this year and the largest decrease among all economies included in the survey. The relevant ZEW-CS Indicator dropped by 20.3 points to the minus 11.5 threshold. The ZEW-CS Indicator is calculated monthly by the Centre for European Economic Research (ZEW) in cooperation with Credit Suisse (CS). The indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. The indicator now stands at 3.1 points. This value is below the indicator's historical average of 26.5 points. Thus, with regard to the so-called knowledge-intensive start-ups, the present growth potential in Germany is not fully exploited, resulting in welfare losses for the society as a whole.
