NEWS 28.11.2012 ZEW Holds Workshop on Patent Litigation in Europe: How can the European Patent system be designed more efficiently? How is patent litigation dealt with currently across Europe, and where will the on-going harmonisation process take us? These are some of the questions that were discussed by European intellectual property (IP) economists, lawyers, legal scholars and representatives of the European Commission at the SEEK Workshop "Patent Litigation in Europe - A Story of War and Settlement" in Brussels. The start-up intensity, i.e. the number of start-ups per 10,000 persons between 18 and 64 years, is the largest within the ICT sector in these regions. This is one of the central findings of the study "Gruendungsdynamik im ITK-Sektor" (Start-Up Dynamics in the ICT Sector), which was conducted by the Centre for European Economic Research (ZEW) on behalf of the German Federal Association for Information Technology, Telecommunications and New Media (BITKOM) with the support of the Federal Ministry of Economics and Technology and Deutsche Telekom. But is there acceptance for such reforms at the moment? In a study on behalf of Stiftung Familienunternehmen (Foundation for Family Business), the Centre for European Economic Research (ZEW) examined the readiness of the Germans for changes, and how the population could be won over for reforms within the framework of a possible "Agenda 2030". The project aims at contributing to a change of the actual economic policy towards a socio-ecological transition. To achieve this end and make an impact, WWWforEurope engages in an on-going dialogue with policy makers, stakeholders, and representatives of civil society. As one of the leading research partners, ZEW is engaged in four of five major research areas of this project which focuses on the European Welfare State, the environmental and biophysical dimension, innovation, industrial and innovation policy, and governance and institutions at the European level. The number of people in employment increased by 2.7 million between 2005 and 2012. This trend was mirrored by a significant drop in unemployment to the lowest level since German reunification. These successes have been accompanied by a change in public perceptions regarding the labour market. The actual number of people in work and out of work is no longer the key issue. What matters now are factors such as the "quality" of employment conditions and justice in terms of income distribution. In particular, widespread poverty caused by much-maligned "starvation wages" - especially in low-paid work - and increasing wage divergence in relation to educational attainment are the focus of vehement and sometimes acrimonious debate. This debate has found various forms of expression, including recent campaigns for more equitable wage distribution. This is the conclusion of the latest Joint Economic Forecast (or Gemeinschaftsdiagnose), a biannual economic assessment issued by leading research institutes in the German-speaking world. PRESS RELEASES 19.11.2012 - ZEW (fmi/ggr) A Significant Part of EU Regional Policy Funds Do Not Enhance Long-Term Economic Growth: Negotiations on the new EU financial framework for 2014 to 2020 are well underway. Due to the tense budgetary situation of many EU Member States, each budget item needs to be re-examined. EU regional policy, which currently makes up about 36 per cent of EU's total budget expenditure, offers considerable savings potential. This is the central finding of an analysis conducted by the Centre for European Economic Research (ZEW) in Mannheim on behalf of the German Federal Ministry of Finance. The ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region now displays a value of minus 3.4 points. The decrease constitutes a partial correction of last month's major optimism: in October the Economic Sentiment Indicator rose by 20.1 points. The Economic Sentiment Indicator for the CEE region and further financial market data have been surveyed monthly by the Centre for European Economic Research (ZEW) with the support of Erste Group Bank in Vienna since 2007. The ZEW-CS Indicator is calculated monthly by the Centre for European Economic Research (ZEW) in cooperation with Credit Suisse (CS). The indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. It now stands at a level of minus 15.7 points. Similar to the previous months, the indicator's negative balance shows that the surveyed experts rather expect the economy to deteriorate than to improve over the next six months. This month's decline supports this view. The negative assessment in November may be due to disappointing leading indicators. In the manufacturing sector, for instance, weak incoming orders indicate a further drop in production. This figure includes all sales conducted via the Internet as well as sales generated by selling internet-based products: for example e-commerce, data services, applications, and IT services or online video games. Measured against the overall GDP, this constitutes a share of 2.9 per cent. The internet industry has grown constantly between 2009 and 2011. Especially smartphones and mobile services are the major driving force behind this development. B2B e-commerce also generated high transaction volumes, not least due to the growing integration and automation of sales processes. These are the results of a study jointly conducted by the Centre for European Economic Research (ZEW) and TNS Infratest on behalf of the Federal Ministry of Economics and Technology (BMWi) in preparation for the seventh National IT Summit in Essen, Germany. Most companies in the sector assume that until the end of 2014, the significance of the World Wide Web will increase further. The surveyed companies expect that in the coming years, the Internet will especially contribute to improving the efficiency of client relationship management as well as knowledge and information management. Many companies also believe that the Internet has further potential for improving business processes and transactions, for opening new markets and accessing new customer groups, as well as for developing innovative products and services. This is the result of a current survey conducted by the Centre for European Economic Research (ZEW) in Mannheim among some 1,000 companies of the German information economy (see bottom of the press release) with a minimum of five employees. The aim is to strengthen Europe's competitiveness. The success of public funding and the outcome obtained from each euro granted, however, could be increased if the rather rigid pattern of public support, which is currently being employed, was more flexible. This is the result of a study jointly conducted by the Centre for European Economic Research (ZEW) and Warwick Business School within the framework of the SEEK Research Programme. Spain, however, is the exception to the rule. An extreme increase of M&A activities as of the beginning of 2012 can be observed in the country. 48 mergers and acquisitions have already been counted within the first six months of the current year. This is eight times the number of transactions counted in all of 2011. This dynamics is likely to continue until the end of the year and also into the next year. This is the result of an analysis conducted by the Centre for European Economic Research (ZEW) on the basis of Bureau van Dijk's Zephyr database, which contains information on worldwide mergers and acquisitions, stock market launches, and private equity transactions.
