NEWS 27.06.2013 ZEW DIFI Report Published - German Real Estate Index Turns Positive Territory: In the second quarter of 2013, the German Real Estate Finance Index (DIFI) brightened up slightly. Compared to the previous quarter it improved by 2.5 points, reaching a value of 0.9 points. For the first time since the survey's introduction in 2011 the DIFI reached positive territory. These are the findings of the quarterly ZEW survey among real estate market experts concerning the real estate financing market in Germany. 30 experts participated in the August survey. Read more: http://www.zew.de/news2361 26.06.2013 Conference on the Global Market for Environmental Technologies at ZEW: On September 27, 2013, the Centre for European Economic Research (ZEW) in Mannheim will host a closing conference with the title "The Global Market for Environmental Technologies: Do We Need a New Pioneering Policy?" (Der Weltmarkt fuer Umwelttechnologien: Brauchen wir eine neue Vorreiterpolitik?). In the past, Germany's pioneering role in environmental policy making was set up on presumable first mover advantages. Against the backdrop of the experiences from the German solar industry, this theory has been called into question. Within the framework of the "Economics for Sustainability" funding priority of the Federal Ministry of Education and Research (BMBF), ZEW's project LEAD MARKETS examined concepts on first and second mover strategies. The findings of the case studies and the resulting policy strategies will be presented and discussed at the conference. The conference was hosted in cooperation with the Leibniz ScienceCampus "Mannheim Centre for Competition and Innovation" (MaCCI). Some 100 scholars from Europe, North America, Asia, and Australia took part. In Europe, both, individual member states and the European Union (EU), often allocate public resources to automobile manufacturers through a wide variety of instruments and institutions. This willingness to offer support to the automotive industry was especially evident during the financial and economic crisis of 2009 when this sector was particularly hard hit. Against this backdrop, a recent study funded jointly by ZEW's SEEK research programme and the Finance Programme at the University of Leuven outlines and quantifies the different forms that public support to the European auto industry has taken over the past decade. The Impact of Financial Market Regulation: The 2013 ZEW Economic Forum, titled "Can the Banks Still Be Saved? The Impact of Financial Market Regulation", was devoted to the debate on a new regulatory framework for the financial markets. On June 13, 2013, renowned financial market experts and researchers addressed this topic at ZEW. A top-class panel discussion was dedicated to important aspects of financial market regulation, for example the planned separation of commercial and investment banks, current efforts to reorganise or wind up credit institutions, as well as an integrated, ECB-led European banking supervision. During the "Science for Practice" session, ZEW researchers presented recent results of on-going research at ZEW. Lectures by Dr. Ulrich Schroeder, Chairman of the Management Board at KfW Bankengruppe (KfW Banking Group), and Martin Blessing, Chairman of the Commerzbank Board of Managing Directors, concluded the event. The results of the study indicate that a net wealth tax or a wealth levy would involve numerous problems and would deteriorate investment conditions for businesses in Germany. Read the complete interview: http://www.zew.de/news2332 10.06.2013 ZEW President Clemens Fuest on "Germany Must Strengthen its Balanced-Budget Amendment at the State Level": In 2009 German policymakers ratified a constitutional amendment to limit new debt creation. The "debt brake" provisions that were adopted stipulate that all German states must have balanced budgets by 2020. The debt brake has encouraged numerous German states to engage in fiscal reform. Yet many states are still a long way from achieving balanced budgets - and they are doing too little to address this problem. One example is the state of North Rhine-Westphalia. The state budget in 2013 foresees a deficit of 3.6 billion euros, and expenditures of 60 billion euros. If one ignores the cost of liquidating the failed bank WestLB, the deficit compared to last year is 0.1 billion euros lower. Expenditures are expected to rise 2.5 per cent annually through 2016, and the budget deficit is to be reduced successively to 2.5 billion euros by this year. The SEEK Special Edition of the ZEWnews features a summary of the keynote speech delivered by Frank-Juergen Weise, Chairman of the Executive Board of the German Federal Employment Agency. It also provides information on all presentations and on the panel discussion which addressed the question how a European "job miracle" can be created. Moreover, it gives an overview of all scientific sessions and the papers presented. The SEEK research programme at ZEW fosters international collaboration between researchers in all economic disciplines. Conference on Taxing Multinational Firms (November 18-19, 2013): The Centre for European Economic Research (ZEW), the University of Mannheim, and the Oxford University Centre for Business Taxation (CBT) are jointly organising the conference on multinational firm taxation in Mannheim on November 18 and 19, 2013. Economic activities of multinational firms are becoming more and more complex, and national governments find it increasingly difficult to tax the profits of these firms appropriately. The conference aims to foster discussion on these issues by bringing together various research approaches to the taxation of multinational firms. Theoretical and empirical contributions are welcome. Guests at ZEW Dr. Daniel Mietchen, Wikimedia Expert for Open Science, Speaks at ZEW Research Seminar: Dr. Daniel Mietchen, Germany's "Wikimedian in Residence for Open Science", held an exceptional ZEW Research Seminar on June 12, 2013. He presented and discussed possible ways to enhance interaction of scientists in the Wikimedia community. In the spirit of openness, the talk was made available and editable at Wikipedia, at the site http://ency.cl/WP:ZEW2013. He first gave a general introduction to Wikipedia and its sister projects. He focused on the role these projects play in opening up the research conducted at the Centre for European Economic Research (ZEW) for the public and in integrating the public into academic discourse. Daniel Mietchen's visit is the first result of joint activities in the Leibniz research network "Science 2.0", where ZEW is one of the project partners. President of the Korean-German Association for Social Sciences Visits ZEW: On June 11, 2013, Dr. Du-Whan Rhee, President of the Korean-German Association for Social Sciences and Senior Fellow of the Institute for National Security Strategy (INSS) in Seoul, visited the Centre for European Economic Research (ZEW) in Mannheim. Thomas Kohl, ZEW's Director of Business and Administration, welcomed Dr. Rhee. Stephan Reichert and Katharina Kober from ZEW's Strategic Planning Unit then gave an overview of the institute and of the activities of its research units. Dr. Rhee showed particular interest in ZEW's contacts to South Korean institutions. He was very impressed by the young average age of ZEW's employees, in particular of the doctoral candidates, who have an important part in ZEW's research activities. Delegation of the Chinese Development Research Center Visits ZEW: On 4 June 2013, an expert delegation from the Public Administration and Human Resources Institute of the Development Research Center of the State Council (DCR) in Beijing visited the Centre for European Economic Research (ZEW) in Mannheim. Thomas Kohl, Director of Business and Administration at ZEW, welcomed the group of twenty executives at the institute. On its 3-week journey, the delegation from China has focused on economic and social policy in Germany. Thomas Kohl introduced the institute and gave insights into established contacts and collaborations of ZEW with Chinese institutions. Prof. Dr. Holger Bonin, head of the Research Department "Labour Markets, Human Resources and Social Policy", presented ZEW's research and the results of projects on the evaluation of labour market policy measures. In the following discussion, the representatives of DRC addressed possibilities to integrate young people into the labour market. Furthermore, the delegation was particularly interested in the administration of as well as the economic and labour market policy in the Rhine-Neckar Metropolitan Region. 4. PRESS RELEASES 24.06.2013 - ZEW (joh/ggr) Firms Demand Immediate Data Transfer via the Internet: Immediate data transfer is the attribute of the Internet that should be improved first, according to 46 per cent of the participants of a survey conducted by the Centre for European Economic Research (ZEW). Some 500 firms from the manufacturing industry and ICT service providers in Germany were surveyed for an empirical study on behalf of Deutsche Telekom AG. http://www.zew.de/press2355 20.06.2013 - ZEW (zil/kbo) ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe (CEE): Economic Sentiment for the CEE Region's Slowdown Partly Driven by Political Turmoil in Turkey: In June 2013 economic expectations for Central and Eastern Europe including Turkey (CEE) drop considerably to the level of January 2013. The ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region decreases by 20.9 points to the 24.0-points mark. The indicator's plunge is mostly driven by a sharp decrease of experts' economic sentiment for Turkey. Driven by the political turmoil and the resulting economic uncertainty in Turkey, the indicator reflecting economic expectations for Turkey has severely decreased by 63.4 points this month. The ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe reflects the financial market experts' expectations for the CEE region on a six-month time horizon. The indicator has been compiled on a monthly basis together with further financial market data by the Centre for European Economic Research (ZEW) in Mannheim with the support of Erste Group Bank in Vienna since 2007. The final reports titled "Evaluation of Family-Related Benefits in Germany" and "Microsimulation of Selected Marriage and Family-Related Benefits Over the Life Cycle" include results compiled by the Centre for European Economic Research in Mannheim (ZEW), Forschungszentrum Familienbewusste Personalpolitik (FFP) in Muenster, and the Chair of Public Finance at the University of Duisburg-Essen. This level exactly equals the balance of the previous month's expectations. The ZEW-CS Indicator is calculated monthly by the Centre for European Economic Research (ZEW) in cooperation with Credit Suisse (CS). The indicator has gained 2.1 points compared to the previous month and is now hovering at the 38.5-points mark. "The financial experts stick to their assessment: the German economy is likely to pick up speed in the second half of 2013. However, the results of the current survey indicate that the economy will improve rather slowly. Against this backdrop, transport volumes are likely to decline, while slightly higher prices are expected within the next six months for this sector. These are the findings of the ProgTrans/ZEW TransportmarktBarometer (Transport Market Barometer) in the second quarter of 2013. Read more: http://www.zew.de/press2343 10.06.2013 - ZEW/TU Berlin (cra/ggr) Berlin Innovation Report 2013 - Berlin's Economy Considerably More Innovation-Oriented than Overall German Economy: The proportion of Berlin-based firms which introduced new products or processes reached 57 per cent in 2011, thereby exceeding the comparable figure for the overall German economy by seven percentage points. In particular small and medium-sized firms were in the first line in the field of innovation in Germany's capital city. Berlin's larger companies, on the other hand, performed weaker, according to most innovation indicators. The highest rate of innovators was reported by the electrical industry, software and data processing, and R&D services.
