NEWS 26.07.2013 ZEW policy brief Published - Incentives and Creativity: In knowledge-intensive economies, ideas and innovation are key drivers of a company's competitiveness and success. In such a climate a company must strategise methods designed to incentivize the generation of new ideas and build a culture that rewards the production of knowledge. Funded by ZEW's SEEK research programme, the research covers two empirical studies that investigate whether financial rewards such as performance-independent bonuses and performance rewards foster creativity and idea generation among employees and to what extent the effect of incentives differs depending on the type of reward that is offered. Download the four-sided ZEW policy brief at: http://ftp.zew.de/pub/zew-docs/policybrief/pb04-13.pdf 22.07.2013 REBOUND Closing Conference on Improvements in Energy Efficiency (October 18, 2013): The Centre for European Economic Research (ZEW) in Mannheim hosts the German REBOUND closing conference titled "Der Rebound-Effekt von Energieeffizienz-Verbesserungen: Viel Wind um Nichts oder Grund zur Sorge?" (The Rebound Effect of Improvements in Energy Efficiency: Hot Air or Cause for Concern?) on October 18, 2013. Over the past three years, the BMBF-sponsored REBOUND research project examined whether increases in energy efficiency are an appropriate means to achieve energy and climate policy goals. Focusing on households in Germany, the ZEW researchers investigated if increased energy efficiency solely leads to more consumption and thus to increasing energy use. They also examined the reasons of the rebound effect and possible countermeasures. The project's findings will be presented and discussed at the conference. Up to 40 interested persons can participate in the event (the conference language will be German). Participation is free of charge; registration deadline is on September 30, 2013. On board of the former cargo ship the exhibition "Alle Generationen in einem Boot" (All generations in the same boat) informs children, teenagers, and adults about different aspects of demographic change in an entertaining way. The 2013 Corporate Tax Day on June 20, 2013, was dedicated to cross-border tax planning with corporations. Read more: http://www.zew.de/news2376 11.07.2013 ZEW President Clemens Fuest on "A Grand Coalition of Folly: The Rental Price Cap": The fact that politicians put forth populist and economically irrational proposals just prior to elections to garner a few extra votes is apparently an evil we must learn to live with. The most recent example of this phenomenon is the 'rental price cap', a proposal motivated by the rapid rise in rental prices that has been witnessed in urban centres over the past few years. In Berlin, for example, the cost of new rentals has risen by around 40 per cent since 2007. For individuals with low or moderate incomes, it is becoming more and more difficult to reside in desirable neighbourhoods. To counter this trend, the SPD wants to stop the rise in rental prices through new legislation, and the CDU has indicated its willingness to go along with such measures. In this interview, Prof. Dr. Holger Bonin, a labour economist at ZEW, raises doubts about the effectiveness of the initiative. ZEW Workshop on Family Economics and Family Policy (November 27-28, 2013): The Centre for European Economic Research (ZEW) is pleased to announce a workshop on family economics and family policy in Mannheim on November 27-28, 2013. The objective of the workshop is to bring together 15-20 economists and scholars in related fields of research from Europe and overseas. One focus of the workshop is the design and impact of family policies, in particular with respect to family choices. We are also interested in studies that contribute to understanding interactions between family behaviour and general economic and political developments. Empirical and theoretical contributions addressing topics related to the family are welcome. The deadline for submission of full papers or extended abstracts to family2013 at zew.de is September 1, 2013. We also invite interested participants (non-presenters) to register by e-mail no later than November 1, 2013. Please note that only a limited number of non-presenters will be able to attend. Awards ZEW Study Receives Best Paper Award: The study titled "Rewards and performance: A comparison across creative and routine tasks" by ZEW researchers Christiane Bradler, Susanne Neckermann and Arne Jonas Warnke received the Best Paper Award at the 16th Colloquium on Personnel Economics in Tuebingen at the end of February 2013. The prize, which includes an endowment, was sponsored by the German academic journal PERSONALquarterly. In their award-winning paper, the authors used a laboratory experiment to compare the effects of various forms of bonus payments on work performance linked to simple routine procedures and tasks demanding creativity. The Best Paper Award honours high quality research relevant to human resources management. Christiane Bradler and Arne Jonas Warnke are members of the ZEW Research Department "Labour Markets, Human Resources and Social Policy"; Susanne Neckermann is ZEW Research Fellow and assistant professor at Erasmus University Rotterdam. 3.2. Visiting Researchers Saumik Paul, PhD, Visiting Researcher at ZEW: Saumik Paul, PhD, Assistant Professor at the Nottingham School of Economics, Malaysia Campus (UNMC), is visiting researcher at ZEW's Research Department "Labour Markets, Human Resources and Social Policy" from July 8 to September 14, 2013. He received his PhD in Economics from Claremont University, US. Prior to joining UNMC, he taught at Osaka University, Japan, and worked at the World Bank. His research interests are development economics, but he also focuses on labour, education, and migration. During his stay, Saumik Paul works with ZEW researchers on a concept to cooperate in the research field of migration on the German labour market. He is a Research Fellow at the Climate Change Institute of the Australian National University (ANU) in Canberra and works at the Australian Department of Industry, Innovation, Climate Change, Science, Research and Tertiary Education. He is researching several mathematical problems related to climate change mitigation policy. Other mathematical interests include wavelet theory, operator algebras, and computational topology. During his stay, Peter Wood was working with ZEW researchers on price vs. quantity regulation in international environmental policy. Additional information on Peter Wood: http://researchers.anu.edu.au/researchers/wood-pj Zhang Da Visiting Researcher at ZEW: Zhang Da, PhD student at the Institute of Energy, Environment and Economy of Tsinghua University in China, was visiting researcher at ZEW's Research Department "Environmental and Resource Economics, Environmental Management" from July 17-20, 2013. His research interests are the economic and environmental analysis of China's climate policies and their distribution effects. In his PhD thesis he develops a multi-regional computable general equilibrium model with detailed disaggregation of China (C-REM). During his stay at ZEW, Zhang Da elaborated on a detailed depiction of China's electricity and transportation sectors in CGE models and worked on an integrated assessment of air pollutants as well as analyses of wind and solar energy in China from an economic and policy perspective. 4. PRESS RELEASES 25.07.2013 - ZEW (kre/kbo/ggr) German Companies Face Stiff Competition on Global Market for Energy-Efficient Technologies: German companies are well positioned on the global market for energy-efficient technologies. Against the backdrop of an assessment of the Federal Environment Agency, according to which the volume of this global market will reach one trillion euros (1,000,000,000,000) until 2020, this is a valuable asset. German companies, however, face stiff international competition. The Centre for European Economic Research (ZEW) conducted a study on the sub-market for energy-efficient refrigerators, where Germany has held the top position. The results of the study show that foreign manufacturers, especially from Turkey, are catching up in terms of energy-efficient technology. Read more: http://www.zew.de/press2394 18.07.2013 - ZEW (zil/kbo) ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe (CEE) - Economic Sentiment for the CEE Region Largely Unchanged: In July 2013, economic expectations for Central and Eastern Europe including Turkey (CEE) remain almost unchanged. The ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region increases slightly by 1.7 points to a level of 25.7 points. Among the individual CEE countries, the largest improvements of economic sentiment are displayed by the indicators for Turkey and the Czech Republic. The rising optimism for the Czech Republic is rather surprising in light of the weak industrial production figures published recently. The improvement of economic expectations for Turkey constitutes a partly revision of last month's sharp decrease (down 63.4 points in June 2013). Accordingly, the ZEW-CS Indicator of economic expectations reached the 4.8-pointsmark. The economic sentiment indicator for Switzerland has thus remained at a low but stable level for the last three months. The ZEW-CS Indicator is calculated monthly by the Centre for European Economic Research (ZEW) in cooperation with Credit Suisse (CS). The indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. The indicator fell by 2.2 points compared to the previous month and is now hovering at the 36.3-pointsmark (historical average: 23.7 points). "The financial market experts stick to their overall positive forecast. This illustrates their confidence in the robustness of the German economy despite the rather weak figures concerning industrial production and foreign trade released recently", says ZEW President Prof. Dr. Clemens Fuest. Read more: http://www.zew.de/press2379 15.07.2013 - ZEW (der/ggr) Persisting Optimism in the Information Economy Sector: Sentiment has improved in the information economy for the third time in a row since the second quarter of 2013. Increasing slightly by one point, as compared to the previous quarter, the ZEW Sentiment Indicator for the Information Economy reaches a value of 62.3 points, the highest level in two years. The slight increase of the Sentiment Indicator is attributable to a significantly more positive evaluation of the current business situation. In comparison to the first quarter of 2013, the corresponding sub-indicator increases by 5.5 per cent and now stands at 59.8 points. This is the result of the June-survey by the Centre for European Economic Research (ZEW) on the business situation in the information economy. These households may have a tough time paying for their energy consumption in the near future. They will have to cut energy consumption or shift household expenditures. According to energy experts, energy costs reach a critical level when they eat up about ten per cent of the disposable household income. These are the findings of the biannual ZEW Energy Market Barometer, a survey among experts from the energy sector conducted by the Centre for European Economic Research (ZEW). Money could be saved by establishing common external representations of the EU or joint European armed forces. EU member states have been generating unnecessarily high costs by sticking to individual national structures. These are the key findings of a study carried out by ZEW in collaboration with the Bertelsmann Foundation. The study was presented to the public in Brussels on July 11, 2013. The objective of the panel is to investigate China's growing weight in the world economy on the basis of a monthly survey of economic data. Read more: http://www.zew.de/press2365 27.06.2013 - ZEW (fhe/ggr) Countries with Weak Fiscal Reputation Benefit from Strict Budgetary Rules: Strict budgetary rules increase the credibility of countries with a low fiscal reputation. According to a study conducted by the Centre for European Economic Research (ZEW) in Mannheim, the establishment of stringent budget rules reduces government bond interest rates in these countries. The European Fiscal Compact will likely have the same effect. In this treaty, 25 states of the European Union (EU) agreed to implement new rules in their national legal systems allowing a maximum structural deficit of 0.5 per cent of GDP. A convincing new regulation to limit structural deficits will send an important signal for the future budgetary policy: If the regulation is credible, it will be an incentive for potential investors on bond markets to have confidence in the country's efforts to perform a sustainable budgetary policy.
