NEWS 25.09.2013 ZEW/KMRC Wikipedia Workshop (November 8-9, 2013): The Centre for European Economic Research (ZEW) in Mannheim and the Knowledge Media Research Centre (KMRC) in Tuebingen jointly host a workshop on Wikipedia and the network analysis of large social or content networks in Mannheim on November 8 and 9, 2013. The impact of Wikipedia and other productive online communities (Web 2.0) on the process of knowledge creation as well as on the development and dissemination of ICT in society is growing enormously. Consequently, a growing number of interdisciplinary researchers focus on the process of content generation in online communities, in particular on content structure, development trends, and user interaction patterns. Against this background, we organise a work shop to foster interdisciplinary analysis of online communities. We have invited international researchers working in the field of Wikipedia. The scholars, who come from various disciplines (economics, psychology, sociology, and computer science), will present research ideas and methodological approaches. Furthermore, a representative from the German Wikimedia foundation will share his expertise on Wikipedia's internal processes and new tools available for research on Wikipedia. We invite interested participants (non-presenters) to register online no later than October 25, 2013. Please note that only a limited number of non-presenters will be able to attend. Additional information and registration: http://www.zew.de/wikipediaws2013 24.09.2013 ZEW President Clemens Fuest Appointed to Advisory Board of Germany's Stability Council: ZEW President Prof. Clemens Fuest has been appointed to the advisory board of the German Stability Council. The Stability Council monitors the budgetary management of German federal and state governments in order to identify impending budgetary emergencies and to initiate measures responding to emerging threats. The experts on the advisory board support the Stability Council's work. For the next five years, Clemens Fuest will be one of six members of the advisory board. He is responsible for an expert statement on compliance with the maximum national structural financial deficit. Further tasks include recommendations for measures to eliminate excessive budgetary deficits. Read more on the Stability Council (in German): http://www.stabilitaetsrat.de 19.09.2013 DIFI Report for the Third Quarter of 2013 Published: The German Real Estate Finance Index (DIFI) Reaches its Highest Level Since the Launch of the Survey: The German Real Estate Finance Index (Deutscher Immobilienfinanzierungsindex DIFI) increased by 16.5 points in the third quarter of 2013, compared to the previous quarter. The index now stands at 24.8 points, thereby reaching the highest level since the survey was launched in 2011. All sectors of the real estate market covered by the survey, i.e. office, retail, logistics, and residential estate, contributed to the favourable development. Financing conditions as well as expectations in all sectors increased in the third quarter of 2013. The results of the DIFI survey reflect the overall economic development. Confidence on financing markets has grown due to the moderate recovery of the eurozone and still robust macroeconomic conditions in Germany. Read more: http://www.zew.de/news2432 12.09.2013 The Stainless Steel Industry in Europe Requires Open Commodity Markets: Stainless steel is one of the most important materials in modern industrial societies. Thus, unrestricted access to stainless steel is vital for companies in Europe. However, trade restrictions are increasingly being set up globally on the most important components of stainless steel: nickel, chromium, molybdenum and stainless steel scrap. As a net importer of the most important components of stainless steel, the European Union (EU) should actively counter this trend to secure raw material supply in the future. These are the findings of a study carried out by the Centre for European Economic Research (ZEW) in Mannheim on behalf of the raw materials trading group Oryx Stainless. Over a one-year research period in Mannheim, Dr. Ling Yang will investigate regional impacts of CO2 reduction strategies in China. Dr. Ling Yang is a researcher at Jiaotong University of Xi'an, one of the most prestigious universities in China. During her stay in Mannheim she will collaborate closely with Prof. Andreas Loeschel, head of the Research Department "Environmental and Resource Economics, Environmental Management" at ZEW. Read more: http://www.zew.de/news2422 06.09.2013 ZEW policy brief Published - The Division of Tasks, Offshoring, and Efficiency Gains: Recent developments in information and communication technologies (ICT) and the growth of emerging economies such as China and India have not only increased international trade, but have also led to offshoring of activities away from Europe. A firm's decision to move production away from Europe is based on cost-benefit considerations and comparative advantage. Effective policy responses call for a sound understanding of what types of activities are subject to relocation and of the relative strengths of the European knowledge economy. A project, funded by the SEEK research programme, aims to improve our understanding of the mechanisms of company decision making and their labour-market consequences. A team of researchers examined the role of technological change and globalisation for workers' jobs and firms' competitiveness. Based on the idea that occupations are bundles of tasks, they model the bundling and unbundling of tasks and analyse the factors determining their tradability. They examine whether individuals react to offshoring by switching the tasks that make up their occupation. Finally, taking a firm-level perspective, internationally active firms are compared to domestic firms with regard to ICT use and productivity. Third International BIBB/IAB/ZEW Conference on "Changing Tasks - Consequences for Inequality" (Nuremberg, May 26-28, 2014): The Federal Institute for Vocational Education and Training (BIBB), the Institute for Employment Research (IAB), and the Centre for European Economic Research (ZEW) are jointly organising the third international TASKS conference in Nuremberg from May 26-28, 2014. The conference is concerned with the change of job tasks over time and its potential impact on wage inequality. The conference, financed by funds of the SEEK research programme, aims at understanding the relationship between increasing wage and employment inequality on the one hand and changing task structures on the other. We encourage contributions from all areas of labour economics and related fields, sociological, pedagogical or cross-disciplinary perspectives using the task-based approach for clarification of related research questions, e.g. with regard to technology, changing skill demand, occupational mobility, local labour markets, trade, offshoring, the role of institutions, labour market imperfections, measuring tasks or operationalizing tasks and task groups. Awards ZEW President Clemens Fuest Receives Gustav Stolper Award: Prof. Dr. Clemens Fuest, president of the Centre for European Economic Research (ZEW), was honoured with the 2013 Gustav Stolper Award sponsored by the Verein fuer Socialpolitik (VfS, Social Policy Association) in Duesseldorf. The award honours the commitment of economists to public debate. At the award ceremony, VfS chairman Professor Michael C. Burda, PhD, stressed that Clemens Fuest has been a particularly important voice within the context of the European debt crisis. Professor Fuest received the award at the annual meeting of the VfS in Duesseldorf. Vocational Training at ZEW Five Apprentices Start Their Careers at ZEW: Five young people have started their vocational training at ZEW at the beginning of September. In the next two to three years they will be trained in the following professions: Media Design in Digital and Print, IT Specialist for System Integration, and Office Administration with Additional Qualification in English. One of the apprentices will pursue a dual study programme leading to a Bachelor of Arts degree in Online Media. The young professionals will take part in a comprehensive training. They will gain experience in all of ZEW's units and will be integrated into day-to-day business. Individual mentoring as well as tailor-made training programmes complement the courses at vocational school and ensure the high quality of ZEW's vocational training. Visiting Researchers Weiqi Tang, PhD, Visiting Researcher at ZEW: Weiqi Tang, PhD, is visiting researcher at ZEW's Research Department "Environmental and Resource Economics, Environmental Management" on a one-year scholarship from the German Academic Exchange Service (DAAD) beginning in September 2013. Weiqi Tang is a researcher at the Center for Energy Economics and Strategy Studies at Fudan University in Shanghai, China. During his stay at ZEW, he will develop an interregional CGE model for China and explore transition paths and policy options for China to become a low carbon economy. Dr. Andreas Pollak Visiting Researcher at ZEW: Dr. Andreas Pollak is visiting researcher at ZEW's Research Department "Labour Markets, Human Resources and Social Policy" from September to December 2013. He is Associate Professor at the Department of Economics at the University of Saskatchewan in Canada and comes to ZEW within his sabbatical year. His research interests lie in macroeconomics and quantitative methods. During his stay, he will be collaborating with ZEW researchers on dynamic optimisation models with particular applications in labour market policies, such as minimum wages. He serves as Economics Department Chair at American University in Washington, D.C., and served as an economist with the Antitrust Division of the Department of Justice and the International Trade Commission. He was a Fulbright Scholar at the University of Limerick, Ireland, and Program Director for Economics at the National Science Foundation (NSF). He is a past President of the Industrial Organization Society, and is co-editor of the Southern Economic Journal. During his stay at ZEW, he held a lecture titled "Does State Antitrust Enforcement Drive Establishment Exit?" at the Mannheim Competition Policy Forum on September 19. PRESS RELEASES 20.09.2013 - ZEW (zil/ggr/kbo) ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe (CEE) - Stable Economic Expectations for the CEE Region: In September 2013 economic expectations for Central and Eastern Europe including Turkey (CEE) remained almost unchanged. The ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region has increased by 2.4 points and now stands at a level of 35.7 points. Among the individual CEE countries, almost all indicators except those for Romania and Turkey have increased moderately or even strongly. Accordingly, the ZEW-CS-Indicator of economic expectations has reached the 16.3 -points mark, which is the highest reading since April 2013. The ZEW-CS Indicator is calculated monthly by the Centre for European Economic Research (ZEW) in cooperation with Credit Suisse (CS). The indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. The indicator now stands at a level of 49.6 points (historical average: 23.8 points). "The financial market experts hold the view that the German economy is still gaining momentum. In particular, the experts' economic optimism has increased due to the improved economic outlook for the Eurozone - although recently released economic data for Germany have fallen short of expectations", says ZEW President Prof. Dr. Clemens Fuest. Read more: http://www.zew.de/en/press/2424 11.09.2013 - ZEW (ggr/alo) 2013 KfW/ZEW CO2 Barometer: Low Prices for CO2 Certificates Still a Weak Incentive to Reduce Emissions: The low price for CO2 in the EU Emissions Trading System (EU ETS) is still hardly an incentive for companies to reduce CO2 emissions. Companies regulated under the Emissions Trading System, however, do feel the impact of the weak economic situation in the eurozone. Their total CO2 emissions in Europe went down by two per cent in 2012. In Germany, by contrast, emissions of the regulated companies increased by 0.5 per cent compared with the previous year also due to the country's on-going strong economic development. These are the findings of the 2013 KfW/ZEW CO2 Barometer. This annual survey has been jointly conducted since 2009 by KfW bank and the Centre for European Economic Research (ZEW) within a co-operation project that examines the impact of the EU ETS regime on the regulated companies. The higher fertility stems not only from socio-economic differences, but is also influenced by cultural factors. This finding applies to first-generation immigrants and, albeit to a lesser extent, also to the second generation of immigrants living in Germany.
