NEWS 15.11.2013 Fifth ReCapNet Conference "Real Estate Markets and Capital Markets": The Centre for European Economic Research (ZEW) organised the fifth annual ReCapNet conference on October 18-19, 2013. The Real Estate and Capital Markets Network (ReCapNet) emerged from a Leibniz research project and has developed into a well-established international research network. Ten interdisciplinary papers were presented at the conference. Topics included Real Estate Investment Trusts (REITs), the demand for mortgage insurances, the effect of policy incentives promoting "green" buildings, the demand for private housing over the life cycle as well as micro- and macroeconomic factors of commercial real estate pricing. Next year, ZEW will host the sixth ReCapNet conference on October 24-25, 2014. The call for papers will be released in December this year. Read more: http://www.zew.de/news2486 13.11.2013 ZEW President Clemens Fuest on "Germany's Trade Surplus: A Cause for Concern?": Germany has been repeatedly criticized for running large trade surpluses. The European Commission is currently examining whether these surpluses endanger the proper function of the European economic and monetary union. But how could these trade surpluses represent a threat? Critics argue that Germany is impeding the economic recovery of the eurozone by repeatedly calling for reforms in other nations while failing to make its own contribution to resolving the crisis. Highly indebted EU nations have massively reduced their imports, thus shrinking their trade deficits, it is said, yet Germany continues to run high trade surpluses. Accordingly, there have been numerous calls for Germany to stimulate its domestic demand through greater public-sector investment and higher wages. CALLS FOR PAPERS/PROJECT PROPOSALS 2.1. 2014 Call for Project Proposals - ZEW Research Programme "Strengthening Efficiency and Competitiveness in the European Knowledge Economies" (SEEK): Overcoming the crisis in Europe is the overarching topic of the fifth call for project proposals of the research programme "Strengthening Efficiency and Competitiveness in the European Knowledge Economies" (SEEK) at the Centre for European Economic Research (ZEW). One objective of the SEEK programme, which is funded by the State of Baden-Wuerttemberg, is to promote international cooperation projects between researchers of all economic disciplines. ZEW now welcomes the submission of project proposals. For each project, the requested budget may be up to EUR 200,000 for a duration of up to 18 months. Call for Papers: 2014 ZEW Public Finance Conference (April 28-29, 2014): The Centre for European Economic Research (ZEW) is pleased to announce the 2014 Annual Public Finance Conference in Mannheim from April 28 to 29, 2014. While papers on all aspects of empirical and applied theoretical issues in public finance are welcome, the focus of this year's conference will be on the role of public administration, in particular tax administration, for fiscal and economic performance. Submissions that relate to this topic are particularly welcome and may include papers which analyse the quality of public administration and its economic effects, conduct relevant field experiments or make use of dedicated administrative data. Call for Papers: Fourth SEEK Conference "Public Finance and Income Distribution in Europe" (May 15-16, 2014): The Centre for European Economic Research (ZEW) is pleased to announce the fourth conference of its international research programme "Strengthening Efficiency and Competitiveness in the European Knowledge Economies" (SEEK). The conference takes place in Mannheim on May 15-16, 2014. Entitled "Public Finance and Income Distribution in Europe", it will bring together economists and political decision makers for debate on fiscal policy and public debt, income and wealth inequality in Europe, and the prospects for a European fiscal union. Policy keynote speakers at the conference will be former German Federal Minister of Finance Hans Eichel and Vitor Gaspar, Portuguese Finance Minister until 2013. Interested researchers may either submit a full paper (including an abstract of max. 100-200 words) or an extended abstract of 500-600 words to seek at zew.de (subject "Submission 2014 SEEK conference") no later than February 16, 2014. Visiting Researchers Professor Yossi Spiegel and Dan Aks Visiting Researchers at ZEW: Professor Yossi Spiegel, PhD, and Dan Aks are visiting researchers at ZEW's Research Department "Industrial Economics and International Management" from November 28 to December 6, 2013. Yossi Spiegel is professor for strategy, economics, and finance at the management faculty of Tel Aviv University, Israel, and ZEW Research Associate. His main research interests are industrial organisation, economics of regulation, corporate finance, and political economy. Dan Aks is research assistant at the management faculty of Tel Aviv University. During their stay, they will be collaborating with ZEW researchers on a project on vertical mergers and minority shareholdings between upstream and downstream firms. PRESS RELEASES 26.11.2013 - ZEW (twa/kbo) Private-Sector Wage Subsidies Could Help Unemployed Immigrants Find a Job: Access to the regular labour market is much harder for immigrants than for the native-born population in many European countries. Governments in Europe thus use active labour market policies to support unemployed immigrants. Wage subsidies in the private sector are particularly effective in facilitating the labour market integration of immigrants, while training measures, job search assistance or wage subsidies in the public sector are less suitable to increase immigrants' employment rates. These are the findings of a meta-analysis conducted by the Centre for European Economic Research (ZEW) in Mannheim. ZEW researchers evaluated 33 scientific studies on the impact of labour market policies on immigrants in Denmark, Finland, Germany, the Netherlands, Norway, Sweden and Switzerland for this analysis. Read more: http://www.zew.de/en/press/2498 21.11.2013 - ZEW (jeh/ggr) Upper Bavaria and Upper Franconia Have the Highest Number of Start-ups in Bavaria: The number of firms founded in the large-area federal states of Western Germany declined between 2000 and 2012, except two short-term interim highs. Bavaria is less affected by this trend than, for example, Baden-Wuerttemberg or North Rhine-Westphalia. Since 2008, Bavaria has been ahead of the other large-area federal states of Western Germany concerning start-ups for all sectors taken as well as start-ups in the particularly important research- and knowledge-intensive sectors. Thus, the ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region now stands at a level of 41.6 points. The ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe reflects the financial market experts' expectations for the CEE region on a six-month time horizon. The indicator has been compiled on a monthly basis together with further financial market data by the Centre for European Economic Research (ZEW) in Mannheim with the support of Erste Group Bank, Vienna, since 2007. Accordingly, the ZEW-CS Indicator of economic expectations has reached the 31.6-points mark, continuing its upward trend observable in the past half year. The ZEW-CS Indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. It is calculated monthly by the Centre for European Economic Research (ZEW) in cooperation with Credit Suisse (CS). The indicator now stands at a level of 54.6 points (historical average: 24.1 points), its highest mark since October 2009. "Economic expectations for Germany have been hovering at a high level for months. The slightly improved economic outlook for the eurozone might have contributed to this development", says ZEW President Prof. Dr. Clemens Fuest. The CEP Indicator captures the expectations of financial market experts regarding the economic development in China over the course of the next twelve months. This month's decline is due to a larger share of analysts predicting economic activity to dampen in the upcoming months. At the same time, the share of experts expecting a rise in China's overall economic conditions within the next twelve months drops to 45.5 per cent. Read more: http://www.zew.de/en/press/2480 31.10.2013 - ZEW (lja/eje/ggr) Housing Providers in Baden-Wuerttemberg Plan Expansion of Barrier-Free Living Space: Housing providers in Baden-Wuerttemberg plan to expand their barrier-free residential property by eleven per cent in the coming ten years. New constructions will account for some 80 per cent of the new living space, according to the housing providers. These are the findings of a survey among 73 housing companies and cooperatives conducted by the Centre for European Economic Research (ZEW) in Mannheim in collaboration with the Chair of Economic Geography of the University of Mannheim.
