NEWS 26.01.2015 - ZEW (cfu/fhe/jpr) After the Elections - Centre for European Economic Research Calls for a Greece Stress Test: After the election victory of Syriza, Europe should prepare for a Greek payment default. The eurozone must send signals for the coming negotiations that it is not susceptible to blackmail should Greece threaten with a payment stop. This is the result of an analysis concerning the changed post-election situation in Greece by Clemens Fuest, President of the Centre for European Economic Research, and Friedrich Heinemann, head of the Public Finance Department at ZEW. This crucial question at the heart of the effort to transform Germany's energy economy has driven a wedge between policy-makers and the private sector. Climate scientists advocate reduced reliance on coal. However, Klaus Rennings, an expert in environmental economics at ZEW, argues it would be disadvantageous to turn our backs on coal over the short term. In fact, if we accept that Germany cannot save the climate on its own, domestic manufacturing of energy-efficient coal technology is economically sensible as a means of securing jobs and securing lucrative export markets. In 2013, EUR 144.6 billion were spent on the development and implementation of new products and processes. This is the largest sum ever spent in a single year, exceeding the 2012 figure by 5.3 per cent. Large enterprises account for the lion's share with more than 70 per cent. Companies are planning to further expand innovation expenditure in 2014 (to EUR 146.1 billion) and 2015 (to EUR 148.2 billion). At the same time, revenues from product and process innovations are stagnating, and the rate of innovators, which is determined by small enterprises, decreased in 2013. Analysts' projections went into a tailspin in the wake of the Swiss National Bank's decision on 15 January 2015 to scrap the EUR/CHF exchange-rate floor, resulting in an overall decrease by 5.9 points. The ZEW-CS economic expectations indicator now stands at a reading of minus 10.8 points. The index has increased for the third consecutive time, reaching the highest reading since February 2014. "The new year started with turmoil in the capital markets. News of the upcoming parliamentary elections in Greece and the Swiss National Bank's decision to abandon the euro cap on the franc's value have led to strong stock market fluctuations. However, this seems not to have impressed ZEW's financial market experts with regard to their expectations on the German economy. Instead, decreasing crude oil prices and a depreciating euro have contributed to a further gain of the indicator," says ZEW President Professor Clemens Fuest. Automatic stabilisers such as unemployment insurance, income taxes, and social insurance contributions play a crucial role in this context. Stabilising mechanisms help to cushion the impact of economic downturns in the eurozone. The European Stability and Growth Pact has no negative impact on automatic stabilisers. This is the result of a study conducted by the Mannheim Centre for European Economic Research (ZEW) on behalf of the German Federal Ministry of Finance.
