NEWS 26.06.2015 - ZEW (ole/jgl) ZEW-JLL DIFI Report Published: Index Declines - Commercial Real Estate Financing Market Boom Continues: The German Real Estate Finance Index (DIFI) has a reading of 29.7 points in the second quarter of 2015, the second highest value since the survey was launched in 2011. Due to a shift in the assessment of the financing situation (past six months) and noticeably less optimistic financing expectations (coming six months), the index decreased by 9.4 points compared to the all-time high in the previous quarter. How can large international companies be taxed adequately in Europe? What lessons can we learn from scandals such as "LuxLeaks", and what is the actual loss for public coffers if companies avoid taxes by choosing low-tax locations? These questions were discussed at the "MaTax Policy Meeting" special edition of the ZEW Lunch Debates at the Representation of the State of Baden-Wuerttemberg to the European Union in Brussels on June 16, 2015. Professor Clemens Fuest, President of the Mannheim Centre for European Economic Research (ZEW), has, however, criticised this decision: "The ECJ is mistaken. The OMT Programme is designed by the ECB to support peripheral states with high levels of debt. This is a form of fiscal policy, not monetary policy." 12.06.2015 - ZEW (fkr/ybr(Video)) 2015 ZEW Economic Forum - How to Improve Europe's Competitiveness in the Digitalised Economy?: Our world is becoming increasingly digitalised, with "Industry 4.0" being the catchword of the moment at business locations across the globe - and expectations are huge. The areas of business and politics likewise expect profits, increasing welfare and productivity gains from integrating cutting-edge information technologies into the value-added chain. But: this year's ZEW Economic Forum at the Centre for European Economic Research on 11 June showed that the much-touted fourth industrial revolution harbours as many challenges and risks as it does opportunities. The event, held under the title "Europe in Digital Competition", made the audience of around 220 attendants aware that there are still a number of problems to be solved to propel the European economy into a successful 4.0 future. A possible solution is the implementation of a pan-European single digital market, as promoted by EU Commissioner for Digital Economy and Society, Guenther H. Oettinger, in his keynote speech. Fuest, president of ZEW since March 1, 2013, has accepted a professorship at the Ludwig Maximilian University of Munich (LMU). Clemens Fuest will assume the chair of Professor Hans-Werner Sinn, who will retire on April 1, 2016. In connection with his professorship at LMU, Fuest will be the new director of the Center for Economic Studies (CES). He will also take office as president of the ifo Institute and managing director of CESifo GmbH. Too Soon to Tell: With a minimum wage in effect for Germany since the beginning of the year, it's time to take preliminary stock of its impact. Has the statutory minimum wage led to job cuts, as many critics feared? At first glance, the picture looks positively rosy. The job market is booming, and in April the number of unemployed sunk to 2.84 million. Germany's Minister of Labour, Andrea Nahles, publically declared the naysayers mistaken. A closer look at the situation, however, reveals that the minister may have spoken too soon. In some of China's big cities, housing prices have seen annual double-digit growth ten years running. Now, however, the market is cooling off appreciably, with some markets falling as rapidly as those in the United States before the subprime mortgage crisis erupted in 2007. Is China's housing bubble about to burst threatening the still fragile global economy? He is a PhD Student at the University of Paris Est. His research interests lie in the fields of social transfers, labour force participation, and poverty, focusing on social programmes and their effects on labour force participation. According to the Transport Market Barometer survey by Prognos/ZEW in May 2015, road freight is expected to have the strongest overall development. The volume forecasts in this sub-sector are almost unanimously positive. Transport volumes for rail freight, by contrast, are expected to decline. The institute successfully reinforced its reputation as an excellent research location. Despite the huge competitive pressure due to European-wide calls for proposals, the research institute considerably increased the share of research contracts awarded by the EU Commission. Projects commissioned by the European Union formed almost 25 per cent of ZEW's third-party funding volume (a total of EUR 9.2 million) in 2014. The question whether Greece will be allowed new credit is at the centre of the meeting - and ultimately depends on the country's reform efforts. The Greek government offered a new reform package just ahead of today's Brussels summit. Professor Clemens Fuest, president of the Centre for European Economic Research (ZEW), comments on Greece's reform proposals: "The latest Greek proposal is no basis on which the country may be granted new credit lines." In the current survey, the ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region has increased by 2.5 points. The indicator now stands at a level of 50.0 points. A majority of 55 percent of the survey participants is optimistic about the economic prospects of the CEE region in the months to come. The ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe reflects the financial market experts' expectations for the CEE region on a six-month time horizon. The indicator has been compiled on a monthly basis together with further financial market data by the Mannheim Centre for European Economic Research (ZEW) with the support of Erste Group Bank, Vienna, since 2017. It slightly increases by 0.2 points to a reading of now 0.1 points. As in the previous month, the indicator's level of close to zero neither points towards deterioration nor towards improvement of economic activity in Switzerland. The ZEW-CS Indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. It is calculated monthly by the Centre for European Economic Research (ZEW), Mannheim, in cooperation with Credit Suisse (CS), Zurich. According to Professor Katharina Finke, deputy head of the "Corporate Taxation and Public Finance" Research Department at the Centre for European Economic Research (ZEW), it is questionable whether the EC Action Plan will successfully curtail the fundamental problem of tax avoidance by multinationals in Europe. Decreasing by 10.4 points compared to the previous month, the index now stands at 31.5 points (long-term average: 24.9 points). "External factors are reducing the scope for further improvement of Germany's good economic situation. These include, in particular, the ongoing uncertainty over Greece's future and the restrained dynamic of the global economy," says ZEW President Professor Clemens Fuest. They often go unnoticed in the large corporations' shadow. But these hidden global market leaders are one of the key pillars of the German economy. What is the secret of their success? According to a current study of the Centre for European Economic Research (ZEW) based on the Mannheim Innovation Panel (MIP), hidden champions place notably greater emphasis on innovation than their competitors. Read more: http://www.zew.de/en/press/3026 03.06.2015 - ZEW (ole/fkr/jpr) China Economic Panel (CEP) of the Centre for European Economic Research (ZEW) and Fudan University (Shanghai) - Outlook for China's Macroeconomy Remains Cautious: Despite slight gains, the macroeconomic outlook for China remains cautious. The CEP Indicator, which reflects the pooled individual expectations of international financial experts with regard to China's business cycle development in the upcoming twelve months, stands at 8.8 points in the current survey period (11 to 26 May 2015). This is a 6.2 point increase compared to the previous month. The indicator's long-term average is 10.9 points. The assessment of the current macroeconomic situation in China has hardly changed compared to the previous month: the respective balance of positive and negative assessments has decreased by 0.3 points to minus 10.6 points. Read more: http://www.zew.de/en/press/3017 01.06.2015 - ZEW (hbo/jpr) The Nursing-Care Industry in Germany is Struggling with International Recruitment Efforts: German companies remain reluctant to pro-actively recruit foreign workers. The logic of the former recruitment ban continues to be too strong: since the 1970s, skilled immigration has at best been allowed, but never actively solicited. However, that is precisely what is needed today, as the example of the nursing-care industry in Germany makes clear. Even when companies suffer from a shortage of skilled workers, they struggle with pro-actively obtaining workers from abroad. This is the conclusion of a Bertelsmann Stiftung study focusing on the nursing-care industry as an example. Hardly any other industry has such great difficulties in finding qualified staff. Read more: http://www.zew.de/en/press/3015 01.06.2015 - ZEW (cfu/fhe/mun/jpr) ZEW Reform Proposal for the EU Financing System - Two Percentage Points of Value-Added Tax for Brussels and More Power to the Parliament: The EU financing system has to become more transparent. The contributions of EU Member States to the EU budget should therefore be indicated in the national value-added taxes (VAT). On average, the contributions of all EU Member States would equal exactly two percentage points of VAT. Moreover, the European Parliament should have greater influence on the expenditure pattern of the EU budget. These are the key aspects of a new proposal of the Centre for European Economic Research (ZEW) for a future EU financing system.
