From the end of November until mid-December 2015, representatives from 195 United Nations (UN) member states will attempt to reach a new global climate agreement in the French capital. Attempts to convert the 1997 Kyoto Protocol into a binding and effective agreement have hitherto failed, which underlines that the Paris delegates will be facing a tough challenge. What criteria have to be fulfilled in order to make the passing of a global climate deal possible? In what way can research findings support policy-makers in this situation? These were the issues addressed by the speakers during the ZEW Lunch Debate "The Road to Paris: Towards a Fair and Effective Climate Agreement?" at the Representation of the State of Baden-Wuerttemberg to the EU in Brussels on November 18, 2015. Along with Zhejiang University, with which ZEW is organising a German-Chinese workshop this week, Peking University is one of the most influential universities in the People's Republic of China. Has the Federal Reserve Bank's (FED) unconventional monetary policy succeeded in restoring private investors' confidence in the US real estate market? This was one of many issues discussed by about 30 international participants at the seventh Annual Conference of the Leibniz Network "Real Estate Markets and Capital Markets" (ReCapNet). Read more: http://www.zew.de/en/news/3210 30.10.2015 - ZEW (jpr) First-Hand Information on Economic Policy - ZEW President Clemens Fuest: "The Weak Budgetary Restrictions in the Eurozone Undermine Fiscal Discipline.": The eurozone member states are currently facing a critical decision, one which will be decisive in determining their future. "The weak budgetary restrictions in the eurozone undermine any fiscal discipline", said Professor Clemens Fuest, President of the Centre for European Economic Research (ZEW). "We are running the risk that debt will be financed through the money printing press," claimed Fuest, as he summarised the urgent economic problems which the euro area is now facing. In his lecture, titled "The European Monetary Union at a Crossroads", which he delivered as part of the lecture series "First-Hand Information on Economic Policy" at ZEW in Mannheim on October 29, 2015, Fuest made clear that joint liability for debt in the eurozone could be an option only if controls were also shared. The Supervisory Board speaks in favour of Professor Wambach's appointment as the new President of ZEW. PRESS RELEASES 19.11.2015 - ZEW (zil/fkr) ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe (CEE) - Economic Expectations Brighten up: Economic expectations for Central and Eastern Europe including Turkey (CEE region) have brightened in November 2015. In the current survey, the ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region has increased by 23.9 points from an almost balanced level of minus 0.1 points. The ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe reflects financial market experts' expectations for the CEE region on a six-month time horizon. The indicator has been compiled on a monthly basis together with further financial market data by the Mannheim Centre for European Economic Research (ZEW) with the support of Erste Group Bank, Vienna, since 2007. The indicator fell by 18.3 points reaching a reading of exactly zero points. This means that the financial analysts surveyed expect to see neither improvement nor deterioration in Swiss economic activity over the next six months. The ZEW-CS Indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. It is calculated on a monthly basis by the Mannheim Centre for European Economic Research (ZEW), in cooperation with Credit Suisse (CS), Zurich. Gaining 8.5 points compared to the previous month, the index now stands at 10.4 points (long-term average: 24.8 points). The indicator has improved for the first time following seven consecutive declines. "The outlook for the German economy is brightening again towards the end of the year. Economic pessimism appears not to have increased after the terror attacks in Paris. The currently high level of consumption in Germany, the recent decline in the external value of the euro, and the ongoing recovery in the United States are likely to bolster the robust development of the German economy," comments ZEW President Professor Clemens Fuest. Read more: http://www.zew.de/en/press/3212 06.11.2015 - ZEW (ibe/fkr) Monitoring Report DIGITAL Economy 2015 - Turnover of German Internet Economy Exceeds EUR 100 Billion: The German Internet economy generated a turnover of more than EUR 100 billion with web-based goods and services in 2014. Compared to the previous year, turnover has increased by almost twelve per cent. Applications and IT services as well as expenses for stationary and mobile Internet usage were the main contributors. On a global scale, Germany ranks fifth with a turnover per capita in the Internet economy of EUR 1,266, behind leader South Korea (EUR 2,221), the UK (EUR 2,194), the USA (EUR 2,027) and Finland (EUR 1,622). These are the findings of the DIGITAL Economy 2015 Monitoring Report, conducted by the Centre for European Economic Research (ZEW) in collaboration with TNS Infratest, on behalf of the Federal Ministry for Economic Affairs and Energy. In the majority of such transactions, Spanish firms are involved as buying and selling companies. This development is largely driven by the high consolidation pressure which has been prevalent in many sectors of the Spanish economy since the outbreak of the financial and debt crisis. These are the findings of an analysis carried out by the Centre for European Economic Research (ZEW) on the basis of the Zephyr database of Bureau van Dijk (BvD). According to media reports, coal consumption in the People's Republic exceeds the figures of official Chinese statistics by 17 per cent. Dr. Sebastian Voigt, deputy head of the Research Department "Environmental and Resource Economics, Environmental Management" at the Centre for European Economic Research (ZEW), comments on the revision. Read more: http://www.zew.de/en/press/3203 04.11.2015 - ZEW (msc/fkr/jpr) China Economic Panel (CEP) of the Centre for European Economic Research (ZEW) and Fudan University (Shanghai) - Economic Outlook in China Picking up Again: Economic expectations in China have returned to positive territory in October 2015. Following several months characterised by a downward trend, the CEP Indicator has stabilised in the current survey period (October 12-28, 2015), rising from minus 9.7 points to 8.3 points. The CEP Indicator reflects the expectations of international financial market experts regarding China's macroeconomic development over the coming twelve months. The current GDP forecast for 2015 is 6.9 per cent, a month-on-month increase of 0.1 per cent. Experts continue to expect a GDP growth of 6.6 per cent in 2016. Favourable financing conditions as well as numerous companies' plans for growth are driving the major increase in the number and volume of megadeals (transactions with a value of one billion euros or more). This is the finding of an analysis carried out by the Centre for European Economic Research (ZEW) on the basis of the Zephyr database of Bureau van Dijk (BvD). Yet when it comes to merging classical production methods with information and communication technologies (ICT), this continues to be a challenge for the German economy. In total, only 18 per cent of companies in Germany are familiar with the term Industry 4.0. Moreover, a mere four per cent of German businesses have already implemented digitalised and networked production processes or have plans to begin doing so in the near future. These are the findings of the latest ICT survey, undertaken by the Centre for European Economic Research (ZEW). The representative survey, which focuses on the distribution and use of ICT, was conducted among approximately 4,500 businesses in Germany. The problem of high public debt in the eurozone, however, is far from being solved and may again aggravate the euro crisis. In particular, the eurozone still lacks a viable insolvency procedure for member states. That is the result of an interim assessment of the euro crisis, presented by economists of the Centre for European Economic Research (ZEW) in cooperation with scientists from five other economic research institutes in the Leibniz Association.
