NEWS 25.03.2015 - ZEW (kvg/ybr) ZEW and MIT Present Joint Project Results in Brussels: On February 26, 2015, the Centre for European Economic Research (ZEW) and the Massachusetts Institute of Technology (MIT) presented results from an ongoing project, focusing on the topic "CO2 Regulation of Cars - Truly a Success Story?" during a workshop organised by Adam Opel AG and the Representation of the State of Hessen to the EU. The workshop's main theme was the cost of existing CO2 standards versus an expansion of the EU Emissions Trading Scheme (ETS) to cover road transportation in the place of a future tightening of existing CO2 emission standards in the EU for new cars. Over 100 registered participants from the automobile industry, the European Parliament, environmental NGOs, the international research community and regional as well as national representatives took part in the workshop. An example of this somewhat old-fashioned maxim can be found in today's interest rates. While high-debt nations and homebuilders celebrate the historically low rates, those who want to invest - whether in the form of small-time saving accounts or billion-euro pension funds - are suffering. Investors in German bonds now earn around 0.4 percent interest, with real interest rates probably in the negative. Anyone seeking higher rates of return must be prepared to take big risks. For years, politicians and economists preached the importance of personal savings to offset depleted state pension funds due to shifting demographics. Now it appears that personal savings are falling short because interest income is too low. Short for "hydraulic fracturing," fracking is a technique in which a high-pressure mixture of water, sand, and chemicals is injected into the ground, allowing natural gas to be recovered from deep rock formations outside the reach of conventional methods. Over the past ten years, fracking wells have appeared throughout North America for the purpose of extracting natural gas from shale rock. In Germany, the technique has been the subject of controversial debate. The environmental economist Oliver Schenker discusses fracking's risks for the environment, and whether Germany could be losing out on a lucrative business opportunity. What is the use of public R&D expenditures in times of crisis and fiscal consolidation? This was the focus of the ZEW Lunch Debate on March 5, 2015, at the State Representation of Baden-Wuerttemberg of the EU in Brussels. Dr. Georg Licht, Head of the Department "Industrial Economics and International Management" at the Centre for European Research (ZEW), made clear in his presentation at the very beginning of the debate that high rates of external public debt in Europe in the long term will have an extremely negative impact on public R&D budgets - if there is no counteraction. With a strong increase to a new level of 39.1 points (plus 10.2 points compared to the previous quarter), the index beats its former record level of december 2014. The increase is driven by respective gains in the current commercial real estate financing conditions (plus 8.6 points to 59.4 points) as well as the expectations for the development of financing conditions over the next six months (plus 11.7 points to 18.7 points). "Data are a valuable resource," Kempf said to about 110 guests at the Centre for European Economic Research (ZEW). He asked "Sind Daten die Waehrung von morgen?" (Will data be the currency of tomorrow?). The talk took place on March 2, 2015, within the ZEW series "First-Hand Information on Economic Policy." Physicians dealing with the health effects of ageing as well as economists examining the challenges for the labour market of a society that is getting older are trying to find an answer to this question. The Leibniz Research Alliance "Healthy Ageing" organised a two-day interdisciplinary symposium on February 25 and 26, 2015 at the Centre for European Economic Research (ZEW) in order to explore the reasons for demographic change and the ageing of the population. The panel discussion in the evening of February 25, 2015, on how research, economy, and society can face the demographic problem formed a major part of the event. Appointments 09.03.2015 - ZEW (fhe/ggr/ybr) Professor Friedrich Heinemann Appointed to Heidelberg University: Heinemann has been appointed as extraordinary professor for macroeconomics at Heidelberg Ruprecht-Karls University. Heinemann is Head of the Research Department "Corporate Taxation and Public Finance" at the Centre for European Economic Research (ZEW) in Mannheim. For several years, he has already been associate professor for research and teaching at Heidelberg University. He studied macroeconomics and history at the University of Muenster, at the London School of Economics, and at the University of Mannheim where he became a Dr. rer. pol. In 2010 he was qualified as a professor (Habilitation) at Heidelberg University. His research interests are empirical finance and especially issues concerning European integration, federalism as well as tax- and fiscal policy. He is researcher at the Research Institute for Regulatory Economics of the Vienna University of Economics and Business (WU) in Austria. His research interests are in the fields of regulatory economics, international migration, foreign direct investment, and applied econometrics. PRESS RELEASES 19.03.2015 - ZEW (mac/jpr) ZEW/Prognos Survey on Transport Markets - Increasing Quantities and Decreasing Prices: Freight quantities will increase in almost every sub-sector of the German transport industry in the coming six months. Only services providing courier, express and package (CEP) will decrease. Despite the rising transport quantities prices will drop in almost every area of the transport market. These are the key results of the Prognos/ZEW Transportmarktbarometer (Transport Market Barometer) for the first quarter of 2015. For this quarterly survey, Prognos AG, Basel, and the Centre for European Economic Research (ZEW) in Mannheim interviewed about 250 top executives of the transport and loading industry. Their assessment applies for the development of transport quantities and prices for the next six months. In the current survey the ZEW-Erste Group Bank Economic Sentiment Indicator for the CEE region has increased by 6.9 points following the double-digit increase in the previous month (February: increase by 14.2 points). The indicator now stands at a level of 46.2 points. The ZEW-Erste Group Bank Economic Sentiment Indicator for Central and Eastern Europe reflects the financial market experts' expectations for the CEE region on a six-month time horizon. The indicator has been compiled on a monthly basis together with further financial market data by the Mannheim Centre for European Economic Research (ZEW) with the support of Erste Group Bank, Vienna, since 2007. Read more: http://www.zew.de/en/press/2940 18.03.2015 - ZEW (lja/ggr/jpr) ZEW-CS Financial Market Test Switzerland - Economic Activity Expectations Recover from Swiss Franc Shock: In March 2015 the ZEW-CS Indicator has risen by 35.1 points to a reading of minus 37.9 points. Thus the economic outlook for the Swiss economy has partially brightened again after having severely deteriorated in February. To some extent this improvement may be attributed to the EUR/CHF exchange rate, which, contrary to worst fears, appears to have levelled off at around the 1.07 mark for the time being. The ZEW-CS Indicator reflects the expectations of the surveyed financial market experts regarding the economic development in Switzerland on a six-month time horizon. It is calculated monthly by the Centre for European Economic Research (ZEW) Mannheim, in cooperation with Credit Suisse (CS), Zurich. Read more: http://www.zew.de/en/press/2936 17.03.2015 - ZEW (dre/jrr/jpr) ZEW Indicator of Economic Sentiment - Economic Sentiment Remains at a High Level: In March 2015, the ZEW Indicator of Economic Sentiment for Germany has increased for the fifth consecutive time. Compared to the previous month, the indicator has gained 1.8 points to a reading of 54.8 (long-term average: 24.7 points). This is the indicator's highest value since February 2014. "Economic sentiment in Germany remains at a high level. In particular, the continuing positive development of the domestic economy confirms the expectations of the experts. At the same time, limited progress is being made with regard to solving the Ukraine conflict and the sovereign debt crisis in Greece. This has a dampening effect on sentiment," says ZEW President Professor Clemens Fuest. The assessment of the current situation in Germany has improved notably. Increasing by 9.6 points, the index now stands at 55.1 points. Read more: http://www.zew.de/en/press/2933 09.03.2015 - ZEW (tgr/jpr) Minimum Wage Reduces Returns to Education in East Germany's Craft Sector: Since January 1, 2015, a cross-sectoral minimum wage takes effect in Germany. The consequences for the labour market can be estimated only in the long term. But we can draw some conclusions having a look at already existing sectoral minimum wages. The roofing trade sector already introduced a minimum wage in October 1997, which is currently EUR 11.85. A recent ZEW study on this subject shows that the introduction of a minimum wage indeed improves the situation of low-income earners, but, at the same time, it reduces the wage of qualified skilled workers - particularly in the new German states. The CEP Indicator, which reflects the expectations of international financial experts regarding China's macroeconomic development over the next twelve months, increased by 7.6 points to a new level of 0.0 points in the current survey period (February 9-26, 2015).
