Energy as a Location Factor – A Comparison of Countries – Update 2025

Since the beginning of the energy crisis, the structure of energy imports has changed significantly. After a highly volatile phase with temporary price spikes, electricity and gas prices have stabilised at a new level. However, it is important to note that the substantial shift in import structures—particularly in countries like Germany, which replaced previous Russian imports—may have created new critical dependencies.

Key questions of the analysis therefore include assessing the price competitiveness of energy supply across the 21 locations examined and evaluating how the reliability of energy imports has changed since the onset of the energy crisis.
