The objective of this study was to document whether the EU Emission Trading System (EU ETS) has had an impact on low-carbon investment and operating decisions of companies covered by the EU ETS. The study was mainly based on case studies. The case studies unpicked the low-carbon activities and the extent to which the EU ETS acted as a driver for these decisions.
