Further Consideration of the Legal Aspects of a Quota Model for Renewable Energies

The research project was conceived as continuation of the report on "Legal Aspects of the Introduction of a Quota Model for Renewable Energies" and contributed an in-depth treatment of the respective problem areas. On the one hand, the quantity and price specific mechanisms for promoting renewables were contrasted and the respective (dis-) advantages identified. This also took into consideration the proposed amendments to the electricity supply legislation with respect to the European legal framework and the specificities of the financial constitution. On the other hand, the study focussed on the quota model for electricity from renewables and developed ideas of how such a model could be implemented in Germany. Based on the preliminary experiences gained in foreign economies as well as drawing from the discussion in the European Union our investigation revolved around both the distinct elements of a quota model as well as the implications of different model variants. Accordingly, the study was able to conclude with a contribution to the debate on guidelines for a national quota model.
