Refereed Journal // 2010Although improving employability as a goal of activating labour market policy is broadly discussed and deeply embedded on a programmatic level of labour market policies, changes in employability are rarely analysed empirically. In our paper, we develop an empirical concept to measure individual employability further and analyse whether labour market policy interventions do improve employability. Our study is based on a detailed survey of welfare recipients in Germany including additional information about welfare agencies and regional labour markets. Our results show that labour market policy interventions affect various dimensions of employability differently. Labour market policy interventions which attempt to integrate jobseekers into employment tend to im-prove individual employability of those who remained unemployed as well, while labour market policies which attempt to focus directly on “employability” as a substitute for labour market integration tend to have very small or no effects at all.
