Europe's New Fiscal Governance: a Quantum Leap or Not Worth the Paper It's Written on?

The next United Nations Climate Change Conference, COP21, will be held in Paris in 2015. It aims at achieving a legally binding and universal climate agreement from all nations of the world. This Lunch Debate will discuss the role of the European Union in this process.
