The Suitability of Structural Indicators as an Instrument to Evaluate the Economic Performance of EU Member States
The progress of EU member countries with regard to the Lisbon agenda is evaluated on the basis of structural indicators. The design and composition of this list of structural indicators were assessed in the course of the project. The analysis shows that the indicator list needs to be refined. A particular shortcoming is the incomplete coverage of the public sector and missing efficiency indicators. In addition to the analysis of indicators methodological hints are given for the mid-term review of the Lisbon agenda. This review would particularly benefit from efficiency analyses. The calculation of an aggregate Lisbon indicator is rejected due to the heterogeneity of underlying individual indicators. Furthermore, an overall country ranking cannot be executed in a meaningful way.
