Draft of a scientific article in German and carrying out an empirical study on the subject of ex ante regulation and investment in new communications infrastructure. The empirical research project will examine the impact of sector-specific regulations on the investment incentives of infrastructure and service-based network operators. The results of the empirical study shall be published in English in the ZEW discussion papers.
